There are places to see nemophila in Tokyo too. Hibiya Park is located in Tokyo's Chiyoda Ward. You can enjoy the greenery and flowers, and there are cafes inside, so it's recommended for a walk or a short break! There was an event on the day, and there was also a food stall space. I visited on April 22nd and enjoyed the nemophila.
