There are several observatories that are directly accessible by subway. Tochomae Station, exit A4, the observatory is divided into north and south sides.

Tokyo famously have very long buildings which you can observe all Tokyo that are the top three Skytree, Tokyo tower, and Tokyo Metropolitan government building. I think Tokyo Metropolitan government building observations decks has one advantage, it is free comparing to other buildings, specifically traveling on a budget. The view of Tokyo is great to observe during Sunset and it is in the city center. Highly recommend place ✌️
