Chihkan Tower in Tainan is a Chinese temple built by the Han people on the foundation of the "Fort Provintia" originally built by the Dutch. Most of the Chihkan Towers we see today are Confucian and Taoist temples built by the Han people on top of the Dutch castle, including the Temple of the Sea God and Wenchang Pavilion. In 1960, nine Beishi steles were moved from the Great South Gate City, and finally became the present appearance. Therefore, the so-called Chihkan Tower is a mixture of the remains of the European-style Fort Provintia, the Temple of the Sea God, and the Wenchang Pavilion. The Kuixing enshrined in the Wenchang Pavilion of Chihkan Tower is very popular during the annual examination season, and students pray here for good grades.

Chihkan Tower is the most important historic building in the west central district of Tainan. It is one of the two most popular attractions in Tainan along with Anping Fort in Anping. Chihkan Tower was first built in 1653 by the Dutch who occupied southern Taiwan. It was originally called "Provintia" (Provintia means eternity in Dutch), facing Anping's "Fort Zeelandia". The Han people called it "Chihkan Tower", "Fanzi Tower" or "Red Hair Tower". Although "Chihkan Tower" has been rebuilt throughout the ages, it still maintains its original appearance.
