Ziwei Mountain, also known as Xishan, stands alongside Dongshan (Shenshan). The mountain's peak is 47.5 meters above sea level and was praised as the "First Peak of Haichang" by the early Ming Dynasty poet Bei Qiong. Legend has it that the two mountains were once one, known as Xiashi Mountain, before being split by Qin Shi Huang. The mountain is home to Ziwei Pavilion, where Bai Juyi, a scholar of the Tang Dynasty, once climbed to view Xiashi Lake. The Zhongshu Sheng (Central Secretariat) was later renamed Ziwei Sheng. On the north slope, beside Baishui Spring, are the tombs of Xu Zhimo and Qian Jundian.
