The first floor is the arrival/check-in area/bus station, the 4th floor is the observation deck, and the 3rd floor is the domestic/international flight security/boarding area. The duty-free shop area for international flights is very small, with not many shopping options and no restaurants. What is surprising is that there are hot and cold water dispensers. International passengers can go shopping/dining in the domestic terminal area after passing through international security, but they must arrive 60 minutes before the departure to go through immigration. If you do not check-in and go through security early in the morning, you cannot visit the domestic terminal area (but you can see the shopping area in the 4th floor corridor).
